In general, the money is available to any plan sponsor that provides prescription drug coverage to retirees if the drug coverage is at least as generous as the drug coverage provided under Medicare Part D (and hence our name). These subsidy payments have no restrictions on their use and they are renewable every year. The payments are tax-free, and can be received as often as on a monthly basis.

The federal government is making these payments as an incentive (i.e., a subsidy) for the plan sponsors to continue their drug coverage for retirees who would otherwise seek drug coverage from Medicare.
